What is FLOURISH SFC?

FLOURISH SFC is Santa Fe County's update to its Sustainable Growth Management Plan (SGMP), originally adopted in 2010 and then revised to meet evolving circumstances in 2015. The plan helps guide decisions about growth, housing, transportation, water, infrastructure, economic development, recreation, and land use.Just as importantly, FLOURISH SFC is a community conversation about the future of Santa Fe County and the values that should guide our decisions in the years ahead.

Why is the county updating the plan now?

Santa Fe County has changed since the current plan was adopted. Population growth, housing affordability, changing economic conditions, infrastructure needs, and concerns about water resources are creating new opportunities and challenges.

Updating the plan allows the county to take a fresh look at these issues and ensure that future decisions reflect today's realities and community priorities.

Has anything already been decided?

No. One of the primary goals of FLOURISH SFC is to hear from residents before recommendations are developed. Throughout the process, community input will help identify priorities, shape alternatives, and inform the final plan.

Public input will help identify community priorities, concerns, and aspirations. Comments gathered through meetings, surveys, workshops, online engagement, and other activities will be summarized and shared publicly.

That feedback will help guide the development of recommendations and ultimately inform this updated Sustainable Growth Management Plan.

What areas are covered by the Sustainable Growth Management Plan?

The Sustainable Growth Management Plan applies to the unincorporated areas of Santa Fe County. It does not govern land within incorporated cities and towns, tribal lands, or federal lands.

However, many issues addressed by the plan — such as housing, transportation, water resources, economic development, recreation, and environmental stewardship — extend beyond jurisdictional boundaries. Throughout the FLOURISH SFC process, Santa Fe County will coordinate with municipalities, tribal governments, regional partners, and other stakeholders to address shared opportunities and challenges.

Will the plan create new regulations?

The FLOURISH SFC process — and the Sustainable Growth Management Plan that results — is focused on creating a shared vision for the future. It is a policy guide.  It is not regulatory.

Any future changes or additions to regulations, ordinances, or development requirements would occur through separate public processes that include additional opportunities for review and input.
